Essay “Education Reform in Mexico 2013”

Education in Mexico has undergone major changes over the years. It is known that in ancient Mesoamerican peoples the first techniques used to educate the population, they were to instruct the least, ever since schools existed only for high society and schools to the popular sector. The main items to cover these first Mesoamerican societies included the military, religious and productive aspect, leaving the most advanced studies for managers to govern social sectors only.

After the Spanish conquest in Mexico, education took a radical turn, because the Spaniards forcibly instructed Native American religious aspects of them, besides teaching the Spanish language in Place. The Catholic religion was imposed for the inhabitants of the "New Spain" and were created institutions specialized in teaching and conducting all aspects. In the early years of our country Mexico Independent tries to break with a system of government imposed by the Spanish domain.

While education in Mexico has been changing through the years, these changes are not a guarantee of quality education. The wide variety of reforms has not been implemented at all effective. Education in Mexico is poor, since according to some organizations such as the OECD, Mexico occupies the 48th position out of 65 countries evaluated. According to some studies, Mexico will take 50 years to achieve high performance in their education.

Now, it should talk about why it became necessary to plan an educational reform. As already mentioned, the quality of education in Mexico is poor, that is why it seeks to create educational reforms to raise standards of education. There are many problems that can affect this quality, and there are also too many culprits responsible for the rudeness. Teachers are blamed, the education system in general, almost no involvement of parents in schools, lack of educational resources, among others. In my opinion, does not advance through a series of obstacles that are put in their development and the funny thing is that many of them originate in obsessive and ridiculous desire to resemble that of Third World countries, even without the infrastructure and discussion it from the power itself.

But what makes us think or what guarantees that this new educational reform will be different from the others and be able to make real change? What's so special? What is it? The reform is structured to seek constant improvement and the maximum educational achievement of students, as the State shall guarantee the materials and teaching methods, school organization, educational infrastructure and the adequacy of teachers and administrators to fulfill this constitutional provision within a framework of inclusion and diversity. It rises to a constitutional level the possibility for parents to express their views on the plans and educational programs. In addition, various reforms set out in Articles 3 and 73 constitutional and a new fraction is added to Article 3 of the Constitution.

The constitutional reform released by the President of the Republic Enrique Peña Nieto, is constituted by five main points; mention one by one in order to understand and analyze. The first point is the creation of the Teaching System of Vocational Service, which shall consist of income contests for teachers and for promotion to positions with a managerial and supervisory in basic and secondary education. With this creation would be setting the terms for entry, promotion and retention in the service. The criteria for promotion or recognition system accrue solely on merit and preparation of each teacher. Also in National Institute for the Evaluation of Education (for its acronym in Spanish INEE) assess the performance of the national education system. All this means that teachers now face group will have to be quality teachers capable of achieving signification learning in their students, teachers obtained a previous working place if they knew someone important or if the union were of first places in the examination of opposition. But this reform is intended that each year teachers are evaluated in order to maintain quality, these assessments would be conducted annually or every six months. In my opinion, this point can be considered as one of the most important, as there will be quality teachers in the classroom, which is why many teachers and administrators "off" are against evaluating teachers because they know they are in danger losing his job.
