Research, technological development and innovation consists of generating new knowledge and creating innovative techniques and procedures capable of helping businesses become more competitive. When analyzing the growth of industrialized countries over several decades it has been observed that the proportion in increasing competitiveness no longer can be explained only by the increase of capital and labor, but other factors come into play that have to do with the state of science, technology and innovation.
China understands this concept to a large degree; as it aims to be the world's largest technological power by 2049 - the centenary of its revolution. China's goal is to be a “leading nation in innovation and scientific development”, according to Xinhua, the official press agency to the People’s Republic of China (source needed). The Central Committee of the Communist Party of China (CPC) and the State Council announced in December 2012 the Chinese administration’s plan on deepening technological system reform accelerating the construction of national innovation system. (Permanent Mission of the People's Republic of China to the UN 2012)
Furthermore, China emphasizes that its goal is to accelerate the development of strategic emerging industries, and to preserve the energy and environmental protection, information technology, biology and advanced manufacturing equipment (industries?) through the increase of R&D in different IT areas; that is close to 2% of their GDP right now and an additional 2.5% by 2020.(source needed)
