2. RESUMEN 

En este mundo globalizado, donde los avances tecnológicos y los grandes cambios que trae consigo, también surgen nuevas y múltiples amenazas que atentan contra el estado de derecho y la estabilidad de los países, es en ese escenario que en el presente ensayo abordaremos temas de interés internacional como son la insurgencia, la subversión, el terrorismo, las guerrillas  y el crimen organizado trasnacional; términos que lo definiremos y encontraremos la relación entre ellos para finalmente tener una percepción más holística de la realidad y de cómo estas amenazas pueden afectar a un país o varios a la vez. Teniendo en consideración y  siendo conscientes que nosotros no somos ajenos a estos problemas, sino que por el contrario, son amenazas latentes y que el riesgo que se materialicen o se estén materializando es una realidad, tal es el caso de la Zona del VRAEM, puerto Maldonado, entre otras muchas zonas de nuestro País, en las cuales tenemos presentes las amenazas de los remanentes terroristas, el narcotráfico, la tala ilegal, la minería ilegal, la trata de personas, entre otras.

De acuerdo a lo mencionado en el párrafo anterior, todos debemos tener bien en claro estos temas y ser capaces de diferenciarlos y relacionarlos entre sí, pues si no los conocemos y no somos conscientes del peligro y daño que estas amenazas pueden genera a un estado, estamos condenados a volverlo a vivir. Nuestro País a través de su autoridades gubernamentales e instituciones, en trabajos conjuntos con otros países, con la participación de las empresas privadas, públicas y todos lo que involucre su participación para hacer frente a estas amenazas, tienen la responsabilidad y el gran reto de realizar estrategias efectivas que puedan hacer frente, para erradicar estas amenazas de nuestro País, a fin de que prime el estado de derecho y la democracia como política central de los gobiernos que participan en la vida política y que dirigen el rumbo del Perú.

3. ABSTRACT 

In this globalized world, where technological advances and the great changes that it brings, there are also new and multiple that threaten the rule of law and the stability of countries, it is in this scenario that in this essay we will address issues of international interest such as insurgency, subversion, terrorism, guerrillas and transnational organized crime; The terms that define it and that are related to them finally have a more holistic perception of reality and how these threats can affect a country or several at the same time. Taking into consideration and being yourselves who are not strangers to these problems, but rather are the latent and risks that materialize or materialize in a reality, such is the case of the VRAEM Zone, Puerto Maldonado, between many other places in our country, where we have the responses of the remote terrorists, drug trafficking, illegal logging, illegal mining, human trafficking, among others.

According to what was mentioned in the previous paragraph, we must all be clear on the topics the results are explained. State, we are condemned to relive it. Our country through its governmental authorities and institutions, in joint works with other countries, with the participation of private and public companies and all those involved. great challenge to realize effective strategies that can be faced and eradicate these threats from our country, the end of the main year, the rule of law and democracy as the central policy, the participation of our country in the political life and the course of Peru.
