RESUMEN

En la actualidad la ejecución presupuestal se considera como un tema bastante debatido en el sector público, debido a que muchas entidad no desarrollan dicha actividad de manera adecuada, es decir basándose en los planes, no considerando real importancia que tienen los planes para el desarrollo de diferentes actividades con la finalidad de lograr los objetivos en favor del ciudadano.

Considerando la importancia que debe tener el presupuesto público con los planes es que se plantea el presente trabajo de investigación el cual titula “Presupuesto público y su relación con el plan operativo institucional en la Municipalidad distrital de Tupac Amaru Inca año 2019” con el objetivo de determinar el nivel de relación entre el presupuesto público con el plan operativo institucional en la mencionada entidad

El estudio en mención fue efectuado considerando el enfoque cuantitativo de investigación, asimismo se ha considerado que el nivel de investigación correlacional y un diseño de investigación no experimental.

El mencionado estudio concluye que no existe relación significativa entre el Presupuesto público y el Plan operativo institucional en la Municipalidad Distrital de Tupac Amaru Inca,  asimismo de acuerdo a la tabla de valores se puede indicar la existencia de una correlación positiva débil, considerando que el valor de Rho calculado es de 0.093, respecto a ello  se puede indicar el vínculo limitado entre lo ejecutado y lo planificado, considerando que muchos aspectos considerados en el plan operativo institucional no fueron tomados en cuenta en la ejecución.

ABSTRACT

At present, budget execution is considered as a subject that is widely debated in the public sector, because many entities do not carry out this activity adequately, that is, based on plans, not considering the real importance of plans for the development of different activities with the purpose of achieving the objectives in favor of the citizen.

Considering the importance that the public budget should have with the plans, this research work is proposed, which is entitled "Public budget and its relationship with the institutional operating plan in the district Municipality of Tupac Amaru Inca year 2019" with the objective of determine the level of relationship between the public budget and the institutional operating plan in the aforementioned entity

The study in question was carried out considering the quantitative research approach, it has also been considered that the level of correlational research and a non-experimental research design.

The aforementioned study concludes that there is no significant relationship between the public budget and the institutional operating plan in the District Municipality of Tupac Amaru Inca, also according to the table of values, the existence of a weak positive correlation can be indicated, considering that the value Rho calculated is 0.093, regarding this, the limited link between what was executed and what was planned can be indicated, considering that many aspects considered in the institutional operating plan were not taken into account in the execution.
