Since the official language is Spanish (Castellano) which is used in all public and private offices, it is clear that Peruvians do not need to speak English. However, people who are involved in the tourist and commercial fields do need English to communicate with foreigners. From this, many people think that knowing English is of great importance for the development of the country. But to what extend is it true? Actually, how many people need to use this foreign language? Probably fewer than thought. English is taught in the secondary level of all Peruvian public schools in which the teachers lack of knowledge of the language and methodologies appropriate to their contexts. So it is obvious that the teaching quality is not the best.

According to Nefdy Falconi, president of Peru Tesol, English language learning is compulsory only in Secondary level in Public Schools. English classes are given twice a week for two hours, but the allotted time isn’t enough for learning a language. The study of the English language in Public schools is mainly centered in reading rather than in speaking or listening. No time for developing the students’ ability in the four language skills. English learning in Primary Public School level is not official, but parents’ associations pay private teachers so their children can learn English in their Schools. In Public School, principals and teachers are doing their best for their students to make them succeed in their studies despite the difficulties they face. They also do a great job they don’t want to stand behind. But it is difficult for public school students to learn the English language because they don’t have enough time for studying and the teachers sometimes are not well prepared.

English is also taught in every private school for about 5 hours a week or more. Private School Students start learning this language in pre-school level. This means that by the time they finish Secondary level they have studied the English language for eleven years and that some of them even take an international examination like Cambridge or TOEFL to prove their competence in the knowledge and use of the English language. It is important to mention that the number of students in Private Schools is larger than in Public Schools and that some parents make a great effort to send their children to Private Schools with the idea that they could have a better education there.

Designing a course is similar to designing a house. So we need a lot of information on order to design a structure that will fit the context. In order to define the context where we want to apply an English course, it is important to consider the following chart.
