Good Morning honorable Mesa. In the presence of President Khaltmaagiin Battulgay, the delegation of Mongolia is invited to this committee to find a solution.

In Mongolia the crime rate is much lower than that of the United States although it may be stabilizing. Statistics from the National Police Agency of Mongolia show that the general crime incidents in 2015 increased by 1.6 per cent for all Mongolia and 4.3 per cent for Ulaanbaatar in 2014. However, reports of violent crimes were generally lower than those of 2014

The crime reports in the district of  "Sukhbaatar " of the city center of Ulaanbaatar increased by 18.9 percent compared to 2014. The robberies reported in Sukhbaatar were diverted conspicuously from the national downward trend although violent crime in the district decreased, consistent with broader observations. The Sukhbaatar district contains many of the Mongolian government's institutions and foreign diplomatic missions and is the site of many of Ulaanbaatar's tourist attractions, including the wide Sukhbaatar square and restaurants and hotels geared to Expatriates.

Street crime remains common in Mongolia, with apparently random victims. Crimes committed against foreigners have increased roughly in proportion to the overall increase in crime. The locations that attract thieves include the Narantuul covered market (the "black market "); The department store of state (a name derived from Mongolian socialist past); The Mercury Food Market mall; The restaurant/bar in the Seoul Street district; The section of Baga Toiruu (Little Ring Road) between the cinema Urgoo and the Hotel Ulaanbaatar; and sporting events full of people.
