Mobile telephony has greatly facilitated the provision of services to large segments of the population, but much remains to be done to increase the penetration of mobile services,particularly in rural areas. The main problem is the high cost of network infrastructure, both in terms of investment and operation, which in turn forces prices to rise as operators try to amortize their investment. The law obliges mobile infrastructure sharing as it is an alternative that reduces the cost of installing networks.
