Education is a right of all people. Preferably corresponds to the parents of the right and the duty to educate their children; the State duty to grant special protection to the exercise of this right in general to the community, the duty to contribute to the development and improvement of education.

The duty of the State promoting nursery school education at all levels and ensure free access and fiscal funding for the first and the second transition level, unless this constitutes a requirement for admission to basic education. (article 4 of the law 20. 370)

The Chilean educational system is built on the basis of the rights guaranteed in the Constitution, as well as the international treaties ratified by chile and they are in force and, in particular, of the right to education and freedom of education. In addition it is inspired by the following principles:

1. universality and lifelong learning. Education should be available to everyone throughout life. (article 3).

Conceptual framework

The block of integration between Colombia, chile and the United States of North america aims to analyze and organize an environment of economic, cultural exchange of health and education. It will be a process in construction of concrete achievements. The importance of analyzing the integration in these fields is based on that it is a project of regional integration that seeks not only the exchange of goods and service, but also the one constant search for institutionalizing cooperation between the three countries mentioned above.

you will ensure the intervention of the three countries for the improvement of services in education, health and the flow of the free movement of goods, services, capital and persons. The integration will initially be by Colombia, chile and the United States this will be with a view to expand in the short term with other countries of Latin america.

the integration between Colombia, chile, USA will be the it implemented to strengthen the international trend and will also strengthen the system of education in the countries with less inclusion for young people, in this case Colombia and chile will open space so that every child and young person in the country can access to primary, secondary and university education system free of charge. In addition, that were implemented the free development in teaching with laws and regulations that ensure that every child must be registered to a school or should be educated by a tutor.

In this project they will work three countries which can interact and leverage to increase their values and achieve increase an important route that is to open its doors to improve their trade relations and also improve the free trade agreements that each one already has with the United States
