Five year plan
First five-year plan: started 1928/29 to 1932, the aim of this first-year plan was to increase the means of production (agriculture) and to build iron and steel manufacturing plants, electric power stations, infrastructure such as railways, and to increase the production of coal and oil. This would be the basis for industrialization.
Second five-year plan: started 1932 to 1937, the aim of this second five-year plan was to heavy industrial production, in this time Hitler was rising to power and the also was the great depression.
Third five-year plan: started 1937 and was stopped because of the German invasion of the Soviet Union (Barbarossa operation) the aim of this third five-year plan was to ensure the resources to rearm the USSR.

1. Because at the beginning of the first five-year plan this policy was being introduced to the peasants, therefore, there was great opposition that didn't allow it to increase significantly; moreover, the country didn't have yet a labor force with the necessary skills to increase its production radically.
2. It was because the focus of these two Five-Year Plan was to the production of heavy industrial goods. Additionally at that time Hitler was rearming Germany and many Centra and Eastern European countries where they were governed by right-wing authorities government and opposed communism and Soviet Union. So, Stalin wanted to ensure that Soviet Union would have the resources to rearm.
3. During the 1930’s Hitler was rising to power and also the great depression was taking place, was very important for the USSR to have these resources in order to be ready for a possible world war moreover they needed to be ready to rearm the country. The Soviets were having a huge progress having in consideration that the great depression was taking place, every type of resource was on improvement including the agriculture which was the basis of the soviets for the industrialization.
