PROCURA

Las subcontrataciones realizadas para la etapa de diseño, continúan en desarrollo y en fase de culminación de sus entregables, evidenciando un retraso muy significativo. Se ha culminado la revisión del modelamiento hidráulico (MH) y finalmente se encuentra aceptado. Con el MH aceptado, se inicia el diseño y con ello se definirán los paquetes de subcontrataciones a desarrollar, para el inicio de la ejecución de las obras, los mismos que se encuentran pendientes de formulación.

The subcontracts carried out for the design stage continue to be developed and in the completion phase of their deliverables, showing a very significant delay. The revision of the hydraulic modeling (HM) has been completed and it is finally accepted. With the MH accepted, the design begins and with this the subcontracting packages to be developed will be defined, for the start of the execution of the works, the same ones that are pending formulation.

COMERCIAL

La gestión comercial del Proyecto, continúa siendo deficiente e incierta, habiéndose atendido todos los requerimientos de información solicitadas por el contratista y abundantes alertas tempranas. Sigue pendiente la información del análisis costo beneficio, presentación de los  costes detallados, los mismos que hasta ahora no se concretan con claridad, debido a la falta de diseño.

Existe la posibilidad de aumento muy significativo del costo estimado del proyecto, lo cual está en evaluación y depende del diseño que se apruebe finalmente; situación que podría devenir en que el proyecto sea inviable económicamente.

The commercial management of the Project continues to be deficient and uncertain, having met all the information requirements requested by the contractor and abundant early warnings. The information on the cost-benefit analysis is still pending, as well as the presentation of the detailed costs, which until now have not been clearly defined due to the lack of design.

There is the possibility of a very significant increase in the estimated cost of the project, which is under evaluation and depends on the design that is finally approved; situation that could make the project economically unfeasible.

RIESGO

La cantidad total de eventos en los registros del Programa ha disminuido  en un 18 %, con respecto al mes anterior y se continúa con el seguimiento de los mismos con sesiones semanales de revisión que se llevan a cabo en todo el programa por los diversos equipos de proyecto.

Las principales categorías de eventos abiertos siguen estando relacionadas con la comunidad/vecinos, las interfaces de diseño, recursos humanos y sitios patrimoniales; estas cuatro categorías (22 riesgos) representan el 73 % (30) de los eventos abiertos en el programa G2G.

La gestión de los eventos de estas categorías ha incluido, respectivamente, las siguientes estrategias:

• Reiterar al contratista que debe cumplir con los requisitos de los alcances indicados en el Vol. 2B del contrato, en busca de un alto grado de asertividad en los resultados del modelamiento hidráulico, el cual finalmente está aceptado.
• Se le ha advertido al contratista que el personal a cargo de las comunicaciones, deberá efectuar una revisión integral del Contrato y documentos contractuales, a fin de que haya enfoques más claros, evitando las contradicciones y argumentos legales no aplicables a este tipo de Contrato para lo cual el gerente del ARCC está comprometido a resolver cualquier duda mediante las reuniones semanales de riesgos y de proyecto.
• Se le ha indicado al contratista, que para la emisión de Notificaciones de Alertas Tempranas, revise y corrija sus propios incumplimientos.

Las oportunidades no se han dado en el presente mes, sin embargo se trabajará en el siguiente mes, siendo un compromiso, atendiendo a lo que pide la PMO, de que los equipos mantengan un fuerte enfoque en la identificación y definición de oportunidades claras.

The total number of events in the Program's records has decreased by 18%, compared to the previous month and they continue to be monitored with weekly review sessions that are carried out throughout the program by the various teams of Project.

The main categories of open events continue to be related to community/neighbors, design interfaces, human resources and heritage sites; these four categories (22 risks) represent 73% (30) of the open events in the G2G program.

The management of the events of these categories has included, respectively, the following strategies:

• Reiterate to the contractor that it must comply with the scope requirements indicated in Vol. 2B of the contract, seeking a high degree of assertiveness in the results of the hydraulic modeling, which is finally accepted.

• The contractor has been warned that the personnel in charge of communications must carry out a comprehensive review of the Contract and contractual documents, so that there are clearer approaches, avoiding contradictions and legal arguments not applicable to this type of Contract to which the ARCC manager is committed to resolving any doubts through weekly risk and project meetings.

• The contractor has been instructed to review and correct its own breaches for the issuance of Early Warning Notifications.

The opportunities have not been given this month, however, work will be done in the following month, being a commitment, in accordance with what the PMO requests, that the teams maintain a strong focus on the identification and definition of clear opportunities.

PROBLEMAS

Hay 08 problemas identificados, de los cuales 03 son de diseño (02 en La Leche y 01 en Motupe), 02 de término contractual (1 en Motupe y 1 en La Leche), 01 problema con comunidades en Motupe, 01 de regulación local y 01 de programación de proyecto en Motupe.  Su incidencia respecto del total de riesgos es de 22 % y se efectúa el seguimiento permanente de las actividades programadas y sus avances, coordinando con los responsables, vía reunión de riesgos.

There are 08 problems identified, of which 03 are of design (02 in La Leche and 01 in Motupe), 02 of contractual term (1 in Motupe and 1 in La Leche), 01 problem with communities in Motupe, 01 of local regulation and 01 project programming in Motupe. Its incidence with respect to total risks is 22% and permanent monitoring of scheduled activities and their progress is carried out, coordinating with those responsible, via risk meeting.

EMPLEO y HABILIDADES

El estado del proyecto en materia de empleo y habilidades es deficiente, debido a la desorganización del personal de gerenciamiento de proyecto, evidenciado en falta de aceptación del PEP, rechazado en 06 oportunidades y sin una definición y/o aceptación final.

Se sigue trabajando en la actualización y reestructuración del personal, para tener unos costos más precisos y determinar si afectará el presupuesto estimado total.

Dado que aún no empiezan las obras, el empleo de mano de obra, aún no se puede evaluar su impacto e incidencia en el proyecto.

The status of the project in terms of employment and skills is poor, due to the disorganization of the project management staff, evidenced in the lack of acceptance of the PEP, rejected on 06 occasions and without a final definition and/or acceptance.

Work continues on updating and restructuring the staff, to have more precise costs and determine if it will affect the total estimated budget.

Since the works have not yet started, the use of labor cannot yet be evaluated for its impact and incidence on the project.
