My article is taken from abc color, that is one of the most reliable newspaper in Paraguay. We know that is reliable because is the newspaper that people buy the most. This newspaper is since 1967, and is the first newspaper in Paraguay that was in color and also the first one that was on the internet. Since this newspaper is 47 years in the market, and is still the one with more people reading, this is also another sign that led us to the reliability of the information provided. Also the article that I chose from abc color is written by Ramon Jimenez Gaona, that is the minister of public works. He studied economics in California and he doesn’t have any bad antecedents in work.
The article is about buses that the government wants to buy to renew and have a better public transportation for the future. They want to buy over 2.000 buses, but first they need an approval of the government so they can make loans to cover all the money needed for these buses. This buses consists in a payment made by passengers by a system of electronic ticketing, so is more organized and the government can made a direct control of the money gained. Their plan is that they will cover all the expenses in a period of ten years.
The tradeoffs of this project include equity over freedom, the government will earn more money but the tickets would be more expensive for people. Here we also see growth over stability, the public transportation system in Paraguay would be better that this helps in the economy, but it will be difficult to people to buy the transportation system, so these means less transportation that also means less work. Another tradeoff is security over efficiency. With this project the public transportation of Paraguay would be way much safer and comfortable but the price puts the government and they would control everything.
