This is the first stage of your application process. This form should be submitted prior to putting forward a full Project bid. The Embassy will then only invite selected potential implementers to participate in the second stage of the process, and to put forward a full project bid. But this is no guarantee that the project will be approved for funding. It only signals the Embassy’s interest in receiving more details about the proposed project.

How your organization is best placed to deliver this project? Why does this matter to your organization? Why should we work with you? List resources available to implement. Max 200 words. | Gas Energy LA (GELA) is a unique regional consulting firm with operation in many countries in Latin America with special focus on natural gas. We are the solely entity tracking volumes of flare in North Monagas on a regular basis in Venezuela. GELA has been working in Venezuela since 2012 providing natural gas analysis to onshore and offshore projects, monetization plans to gas operators. GELA gather database of the natural gas demand in the country: Power Generation, Petrochemical needs, residential, Oil injection needs. Today Venezuela suffers of a severe natural gas deficit. Pdvsa is compensating this gap with associated gas of North Monagas, this gas should be injected in those oil wells in order to keep pressure. As a consequence, crude production of light and medium crude is declining. Add to this, gas flare is more than 2 BCFD and this gas is impacting the environment with Co2 emission. The problem is not only impacting PDVSA economies but also environment in the area. Find a solution require time and resources. GELA wants to evaluate economics models in order to find monetization options to reduce the flare and maximize this associated gas.

What type of activities will you implement to achieve the expected cooperation objective? Where will they take place? What UK expertise will you use? Max 200 words. | We plan to visit North Monagas area. We plan to have interview with many players in order to understand in details all the challenges. Services companies, engineering companies, Pdvsa and international oil companies such Repsol operating in Quiriquire area. Then visit Puerto La Cruz and Jose area, gas consumption area. We would like to visit UK. There are important research entities in the UK with special focus on natural gas: Oxford institute of energy studies, Imperial College, Warwick university, Dundee University. We would like learn more about gas flare technology available. BP and Shell are based UK companies with a large experience reducing gas flare worldwide. Shell lead an important gas flare reduction programme in Nigeria in 2010. We would like to learn more about those projects and see if Venezuela has similar issues. | ||||

Max 50 words. | We do not have already any buy in from oil companies such as Shell or BP. However, those companies know us and we are sure we can have acceptance if we request. We do have contact with Oxford institute of energy studies. We also would like visit IHS Markit HQ in London. This worldwide consulting has been also working in this topics. We do have contacts in this company. | ||||
Risks Provide brief details of any serious risks to the success of the project and what do you plan to mitigate these. Max 100 words. | Unfortunately, gas flare is a sensitive topic in Pdvsa EP and in the Energy Ministry. However, we do have people concerned about this issue and really to cooperate with us. North Monagas area is becoming a dangerous zone. Any visit to this area will be with escorted personal and local people during the day. | ||||
