Once at least annually or as circumstances dictate, such as during periods of high alert, security breaches or incidents, foreign manufacturers must conduct a comprehensive assessment of their international supply chains based on the following criteria C-TPAT security. When a foreign manufacturer or use of outside contracts elements of their supply chain sources, such as other facility, warehouse or other foreign elements must work with these business partners to ensure they are implemented and meets the relevant safety measures throughout its supply chain. For the purposes of the Customs Trade Partnership Against Terrorism (C-TPAT), the supply chain is defined from the point of origin (manufacturer / supplier / vendor) to the point of distribution - and recognizes the diverse business models employed by members of C-TPAT.
• Safety procedures
For shipments to the United States, foreign manufacturers must verify that C-TPAT carriers that subcontract transportation services to other carriers using C-TPAT approved carriers or carriers that do not belong to C-TPAT but meet criteria C-TPAT security as described in the requirements for business associates. Since the foreign manufacturer is responsible for loading trailers and containers, they must work with the carrier to ensure that effective procedures and security controls at the point of packaging apply. Security containers and trailers must maintain the integrity of containers and trailers to protect against the introduction of materials and / or unauthorized persons. At the point of packaging must have procedures to properly seal and maintain the integrity of the shipping containers and trailers. Should apply a high security seal to all loaded trailers and containers destined for the United States. All seals must meet or exceed the current PAS ISO 17712 standards for high security seals.
In those geographic areas where risk assessments warrant inspect trailers or containers to detect hidden people or contraband, should be design procedures to consider this risk in the manufacturing facility or point packaging.
